In November 2012, Zhang Xiaoming, a top official in charge
of Hong Kong affairs spoke out about interference by "external
powers" in Hong Kong, alleging unspecified powers were helping co-ordinate
campaigns for opposition parties - writing that: "external powers" "even get deeply involved in local
elections and help co-ordinating campaigns for opposition parties. We have to
take necessary measures to prevent external interference."1

Civic Party leader Alan Leong Kah-kit, described this
allegation as "hollower than
hollow", saying:
"It is the most irresponsible way to make an allegation, because
there is no evidence."
What’s the evidence?
Alan Leong Kah-kit
knows what the evidence is, because he has collaborated with the National
Democratic Institute (NDI) on a number of their programs in Hong Kong,
including one involving a local election.
The following are examples of some of the occasions Alan LEONG, as a member of the Civic Party has collaborated with the NDI on their programs in Hong Kong:
Alan LEONG
takes part in NDI monitoring of 2008 Legislative Council Elections
Between July and September 2008, the
NDI
conducted a study with the assistance of the Hong Kong Transition Project, in
which six Hong Kong university students shadowed the campaigns of six
Legislative Council candidates.
Alan LEONG, Audrey EU and Tanya CHAN of the Civic Party were three of
the candidates who participated in this NDI project2.

On 10 October 2009 Alan
LEONG, Legislator, Vice Chairman, Civic Party attended an NDI sponsored conference
at HKU in the Hong Kong Political Reform Series: Breaking the Deadlock. October
2009. This and other conferences in this series were used by the NDI for
developing political parties in Hong Kong. Here are some photographs from that

sponsored conference at HKU in the Hong Kong Political Reform Series: Will it

Alan LEONG collaborates in NDI conspiracy to
trigger the defacto ‘referendum’ on 26 January 2010
On 26 January 2010,
Alan Leong, together with Tanya Chan, Albert Chan, "Longhair" Leung
Kwok-hung and Wong Yuk-man resigned their LegCo seats, to trigger by-elections
which they claimed was a de-facto ‘referendum’ on universal suffrage only to be
reelected unopposed to their seats, in a conspiracy which was co-planned by the
NDI.

Comment
The evidence shows
Alan LEONG has collaborated with the NDI on a number of occasions and in 2010 he took part in a campaign
to trigger a defacto ‘referendum’ which was coordinated with the assistance of
the NDI. This shows his words are "hollower
than hollow”.
He has betrayed the
Hong Kong people, he has brought disgrace on his profession and if he were a
man of honor, he would withdraw his candidacy in the 2016 Legislative Council
elections and retire from public life, never to be heard of again.
We ask all voters to
seriously question whether with such an untrustworthy individual like Alan LEONG as
one of their senior members, are Civic Party candidates worthy of their vote.
