Meet the politicians who colluded with the NDI and cost Hong Kong its political future

Background

Many people in Hong will be familiar with the decision of the Standing Committee of the National People's Congress (NPCSC) on 31 August 2014 to set what many saw as a restrictive framework for selecting Hong Kong’s Chief Executive in 2017, but almost no one in Hong Kong knows the reason why.

For a clue to the NPCSC reasoning, we need to look carefully at what Wang Guangya said when he met a delegation of Hong Kong pan-democrat legislators in Shen Zhen on 30 May 2015 in a last ditch attempt to persuade them not to vote the proposal down, but as we all know the pan-democrats rejected the proposal on 18 June 2015. In his meeting, this is what Wang Guangya said1:

A small number of people ... have colluded with external forces and used these forces trying to oppose the central government and the relations between the central government and Hong Kong. Actually, they are opposed to the principle of one country, two systems. Who are those people? You know more than me.

We cannot let those people assume the Chief Executive post. Once they assumed the Chief Executive post, it would be castastrophic to the country, Hong Kong and the principle of one country, two systems.

Who are the external forces Wang Guangya was referring to?

The external forces that Wang Guangya is referring to are the US Government funded National Democratic Institute (NDI) and more specifically two NDI personnel operating in Hong Kong, Belinda Winterbourne (NDI Resident Program Manager 2008 – 2012) and Stephen TONG (NDI Resident Program Officer 2006 – 2012).

What’s the evidence for this?

On 15 November 2009, Belinda Winterbourne and Stephen TONG conspired with Cyd HO, Gary FAN, a representative of the League of Social Democrats and others to trigger the 2010 defacto ‘referendum’.

In the 10th video in the series Belinda Winterbourne uttered the following words which essentially cost Hong Kong it’s political future:

Christian raised the point that how much time do we have. Just now he mentioned you know ‘til January for example, but let’s say if we did want to conduct a civil referendum let’s say between now and the end of the (inaudible), how long does it usually take to educate the public on civil referendum, cos I presume that you’d have to do a lot of publicity prior to the actual exercise umm and educate them why we are doing this and you know how does that vote count eventually.
